Actually America’s oldest Sheriff Joe Arpaio from Maricopa County, AZ (including Phoenix, he also has the tent jail and the chain gangs) has said if he heard of people producing porn in his county they would be arrested and prosecuted to the fullest extent of Arizona law. Maricopa County takes up almost half of Arizona IIRC. I suggest you actually read The Mann Act (18 USC 2421 and 18 USC 2422). The state would have to be willing to prosecute porn as a criminal activity, which neither AZ or FL has shown any willingness to do in the past.
