This isn’t some big revelation. The tape is evidence and was the main reason he was finally brought in. They have been investigating R Kelly for some time. A lot of allegations and people have come forward, especially after the whole pissing video. This tape was the “smoking gun” the DA neededI believe, to make the arrest and formally charge him with the crimes they have been looking into for a while. The fact, the tape existed was released when the victim/witness statements were sent to the bonding agency who recommend the bail amount (i think lol) They then released statements taken from the victim and her aunt. Someone had the tape (a CP collector I assume because why else would he hold onto it for 2 years) for some time and then finally decided to show the tape to the aunt (or someone else and they showed the aunt). The aunt confirms what the kid said in the tape. “Hi I’m SJ and I’m 14”

I am assuming they correctly identified the victim. Wouldn’t it be a superb way to throw a wrench into the works, to leak this tape and have it turn out to be big/little fetish play with someone overage.
