Assembly member Hall Measure to Require Condoms in Adult Films to be Heard in Assembly Labor & Employment Committee

SACRAMENTO, CA – Revised legislation by Assemblymember Isadore Hall, III (D – Los Angeles) to require employer paid STD testing and mandatory use of condoms in adult films will be heard by the Assembly Labor & Employment Committee on Wednesday, April 2, 2014.

AB 1576 (Hall) follows his 2013 efforts to protect adult film actors in the workplace. In the summer and fall of 2013, up to five adult film actors tested positive for HIV and the adult film industry imposed an unprecedented three nationwide filming moratoriums. These moratoriums were unenforced and are largely ignored by the industry. Since that time, the industry has resumed production without any mandatory policies in place to protect its workers.

Several former adult film actors will testify in support of the legislation including Cameron Bay and Rod Daily, who each contracted HIV while working as an adult film actor in 2013.

  1. Just listened to audio of hearing…it has been passed back to Arts committee with one abstention by Morrell (sp)

    Quorum in the Labor committee was confirmed just prior to accepting opposition on the Bill but after initial hearing opening when the latest amendment suggested by the Arts committee was read.

    The latest amendment removes the requirement that purchasers maintain IIPP that remains effective for primary producers.

  2. Listened at california gov site. Will check to see if they offer archived audio.

    Now it goes to the ARTS commission where they will have a hearing similar to today’s…not sure if it will get kicked to a judicial committee for the constitutional challenges or not before it gets sent to the full legislature for a final hearing and vote.

    Note that it’s possible the bill will get kicked to judicial then if it isn’t resolved it will get wrapped up in a house cleaning bill on the last day of session …refer for study, then it gets a new number via re-introduction at the start of next session. Till it’s voted down or signed into law by Governor it’s still a ball getting tossed back and forth and subject to revisions via tweaking, like what happened today.
